ACD required for container shipments to Kenya
As of 3 August 2026, new regulations apply to container shipments to Kenya. The Kenya Revenue Authority (KRA) now requires an Advance Cargo Declaration (ACD) for all containerized cargo destined for Kenyan ports. The ACD must be submitted before the cargo is loaded onto the vessel. The following four documents are required:
Draft Bill of Lading
Commercial Invoice
Freight Invoice
Export Declaration
Once the ACD has been approved, the KRA will issue an ACD reference number. This 15-digit number consists of a 5-letter prefix with the reference name and country initials, a 4-digit year, and a 6-digit sequence number. The ACD reference number must be included on the Bill of Lading.
To ensure compliance with these new requirements, the Shipping Instruction cut-off will be moved to 36 working hours before the vessel's scheduled departure from the Port of Loading. Please note that missing information or the absence of an ACD reference number may result in delays, additional storage charges, or other costs related to the shipment.
